On March 23, 1990, the McDowell County Commission adopted an order to create the McDowell County Public Service District. The Public Service Commission of West Virginia approved the order for the creation of McDowell County PSD in Case Number 90-192-PWD-PC on May 1, 1990. McDowell County PSD was created to provide adequate and sanitary water services to all unincorporated communities within McDowell County.
When McDowell PSD was created in 1990, the customer base was approximately 552 and a staff of half a dozen employees. Today, the PSD flourishes with a staff of over 20 employees, dedicated board members, and a over 3300 accounts.
In August 2014, McDowell County received appropriations through USDA and the Abandoned Mine Fund to increase capacity to every community southbound along US Route 52 from Big Sandy to the county line near Mercer County.
